Admins publish proposals with a RIDETSLA balance snapshot. Holders assign priority, then a separate formal vote decides. The board stays public from publication through execution.

Specify the asset, cap, recipient, deliverables, conflicts, and failure path. Admins review and post proposals to the pool.
